Hope springs eternal with new pension reform amendment, but Republicans are still on their own

A new omnibus amendment to the Tobash hybrid pension reform amendment to House Bill 1353 is giving the plan’s sponsors renewed optimism that the changes will bring around enough members to obtain the necessary 102 votes for pension reform legislation in the House.

$29.1 billion budget plan heads for Senate floor vote

A $29.1 billion spending plan passed the Senate Appropriations Committee Sunday night along a party-line vote. The plan encompasses a compromise spending plan between House and Senate Republican leadership.

The plan, according to spreadsheets and member comments, is balanced by a mix of one-time fund transfers, escheats reform, money from non-surface impact oil and gas lease drilling, Philadelphia casino licenses, a fix to the bank shares tax, ending the Commonwealth’s share of the charter school pension “double-dip,” the federal approval of the Healthy PA plan, and transfers from the Enhanced Revenue Collections Account.
