At the end of May, Pittsburgh Mayor Bill Peduto announced two executive orders intended to diversify the city’s construction workforce. The orders created a project labor agreement requiring thatcity-managed projects that cost $500,000 or more have minority employees make up 12 percent of their workforce, and also established aa Workforce Development Fund. City Council Tuesday passed legislation that seeks to ensure the push to gain more minority workers lasts beyond Peduto’s time as mayor.
