House continues wine and spirits privatization push, moving bill to allow beer distributors to sell wine and spirits

Just weeks after sending five bills to the Senate that would work to divest the Commonwealth of its wholesale and retail wine and spirits business, the House Liquor Control Committee on Tuesday moved legislation that would allow beer distributors to sell wine and spirits.

The bill—House Bill 1033 introduced by Rep. Brian Ellis (R-Butler)—would allow beer distributors to sell unlimited quantities of wine and spirits after applying and paying a $5,000 fee for a state-mandated permit. Renewal of the permit will be based off of two percent of the establishment’s annual cost of purchasing wine and/or spirits from the Pennsylvania Liquor Control Board.
