Leach effort to prohibit use of animals in travelling circuses delayed amid controversy, debate

Senate Bill 248—legislation sponsored by Sen. Daylin Leach (D-Montgomery) that would criminalize the use of wild or exotic animals in travelling circuses—was held off for a scheduled committee vote Tuesday morning as Republicans on the Senate Judiciary Committee requested more time to review the bill and questioned its premise.

According to Sen. Leach, the legislation is aimed at prohibiting the use of animals at travelling circuses and carnivals and not meant to impinge on standing zoos, even when they transport animals on a limited basis.
