Committee calls for property assessment reform in Philadelphia

The Legislative Oversight Committee of Philadelphia’s City Council passed a measure Tuesday to attempt to resolve the city’s issues with property assessments.

Property assessment has been a point of contention for years in Philadelphia. Between tax abatements on new construction, substantial discrepancies on the same block, along with an increasing number of low-income residents struggling to stay in their homes as tax bills increase, the city has battled to resolve these different issues.

Pa. Supreme Court rules so-called "spot assessments" unconstitutional

In a majority decision, the Pennsylvania Supreme Court issued a ruling this week that could limit school districts' ability to “spot assess” certain properties in their counties.

In the case, Valley Forge Towers Apartments v. Upper Merion School, the owners of four apartment complexes argued that the Upper Merion School District contracted with a consulting firm to identify and recommend property assessments within Montgomery County to be appealed.
