House State Government Committee holds second hearing on giving the General Assembly more regulatory oversight

The House State Government Committee held the second of its two hearings on solutions for improving oversight and relieving regulatory burdens for oil and gas industries in Pennsylvania on Tuesday morning.

This hearing focused on past acts of the Pennsylvania legislature and how they can be used to improve future legislation, and current barriers that the Commonwealth faces in regard to competition on a national level with current regulations.

Much of the hearing focused on environmental regulations as they pertain to the oil and gas industry, which have been a bone of contention with some Republican members are stifling economic development and job creation.

State regulatory review commission approves modernized taxicab regulations

The Independent Regulatory Review Commission Thursday unanimously approved a set of final regulations from the Public Utility Commission that are aimed at modernizing the commission’s regulation of taxicabs in order to help them better compete with the recently legalized transportation network companies such as Uber and Lyft.

 

Stemming from enabling legislation in Act 85 of 2016 and Act 164 of 2016 that allowed the temporary then permanent legalization of TNCs, the legislature tasked the PUC with promulgating new regulations as they pertain to taxicab and motor carrier companies that would allow them to better compete with TNCs, which operate on a different business model than traditional taxi companies.

IRRC approves new “Go Fore It” table game regulation

The Pennsylvania Independent Regulatory Review Commission held a public meeting Thursday morning to address a new table game.

The Pennsylvania Gaming Control Board (PGCB) amended Reg. No. 3111 PA Gaming Control Board #125-188: Table Game Rules of Play which addresses the table game rules of play to add the new “Go Fore It” game for various casinos throughout the state.

Regulatory review commission’s officers pull cordial switcheroo

Thursday’s meeting of the Independent Regulatory Review Commission saw the ending of the two-year term off its officers, Chairman John Mizner and Vice-Chairman George Bedwick.

In a friendly exchange of chairs, the board that is responsible for determining whether regulations are in the public interest unanimously elected Bedwick as its new chairman and Mizner to be its vice-chairman.

Sen. Gordner wants more legislative oversight of regulations

According to a co-sponsorship memo circulated this week, Sen. John Gordner (R-Columbia) will be introducing legislation in the coming weeks to provide greater legislative oversight in Pennsylvania’s regulatory review process.

Currently, each standing committee of the General Assembly has oversight of regulations from certain departments as designated by the President Pro Tempore and Speaker of the House.
