Rep. Dom Costa looks to strengthen restitution-collection process for state's crime victims

A revamped bill that would require counties to have in place an operational restitution-collection system is slowly making its way through the state General Assembly.

Formerly House Bill 1070 of last session, HB 234, sponsored by Rep. Dom Costa (D-Morningside) would ensure that restitution orders are being enforced at the county level by increasing accountability for existing requirements and enhancing collection and record-keeping requirements.

“Counties have a very unofficial way of collecting things. It’s not really a priority of theirs,” said Rep. Costa. “Someone has to be responsible for making sure that these victims are not victimized twice and making sure if action is being done.”
